Responsibilities and benefits of enterprises in effective use of energy

This is the topic of the Workshop co-organized by Ministry of Industry and Trade and Northern Power Corporation on 28th May 2019 in Hung Yen province. Particularly, it was emphasized that the program on demand response (DR) with the participation by enterprises was essential, contributing to reduce the tension on the national power system.

Difficulties in ensuring power supply in the period 2020 - 2030

In order to meet the GDP growth requirement at average of about 7% in the period of 2016 - 2030, the total power capacity must reach 60,000MW by 2020, about 96,500MW by 2025 and nearly 130,000MW by 2030. However, currently, this figure has been only nearly 50,000MW, while the demand for power continues to rise.

Therefore, instead of the power provision with 20-30% (in the period of 2015 -2016), up to now, the provision has no longer existed and until the period of 2021 – 2025, there will be a shortage of power supply. Meanwhile, renewable energy sources (wind, solar) have only been developed in some localities such as Ninh Thuan, Binh Thuan, Khanh Hoa, etc., causing overload for the transmission power grid.

Companion of localities and businesses is needed

In order to successfully implement the programs on economical and effective use of energy, demand side management (DSM) and demand response (DR), in addition to EVN’s efforts, the participation of relevant ministries, departments, agencies and organizations, particularly the role of local governments and enterprises is really needed.

27 Northern provinces and cities are in high demand for power consumption, particularly, the demand of industrial customers has sharply increased in comparison with the national average level (over 12%/year, even 15%/year in some localities). Therefore, EVNNPC actively implemented the DR program.

In 2019, EVNNPC invited more than 4,000 enterprises with power consumption output of 3 million kWh/year or more to participate in DR program. Up to now, more than 1,600 enterprises have signed to voluntarily participate in the program.

Mr. Le Quang Thai - EVNNPC’s Deputy General Director committed that customers participating in DR program would be facilitated in the utmost manner by providing energy consultancy, audit; improving power supply reliability; listing  customers prioritized in power supply; shortening the time for handling incident or failure on power grid; supporting as much as possible for requirements arising in the process of power using, etc.

Also, at this Workshop, Mr. Nguyen Minh Quang - Vice Chairman of Hung Yen People’s Committee committed that the local government would accompany and support enterprises in the program on economical and effective use of energy in general and DR program in particular. Mr. Nguyen Minh Quang also called on enterprises in the locality to join hands with the local Power sector in preparing appropriate production plans and improving efficiency in energy use.

Objectives of DR program:

- Reducing at least 30% of peak load capacity of the power system, respectively:

+ 90MW by 2020

+ 300MW by 2025

+ 600MW by 2030

(Under Decision No. 175/QD-BCT dated 28th January 2019 of the Ministry of Industry and Trade)
