On 02/10/2018, Power Generation Corporation 1 held an online meeting reviewing its activities in the first 9 months and the plan for the last quarter of 2018. At the meeting, the leaders of the Corporation and its units have reviewed the situation of business & production and construction & investment in the first 9 months of 2018 and set out plan and objectives for the last period of the year with a high determination to complete the year plan in the last quarter of 2018.

Situation of production & business and construction & investment in the first 9 months of 2018:
In September 2018, the electricity output of EVNGENCO1 reached 2.427 million kWh, accounting for 88% of the output planned in September and equivalent to the output in the same period of 2017. In the third quarter, production output of the Corporation was 7.451 million kWh, accounting for 90% of the plan and up 9.8% over the same period last year. Generally for the first 9 months of this year, the total electricity output of the Corporation reached 23.835 million kWh, fulfilling 91% of the plan, up 9.4% over the same period of 2017 and achieving 69.3% of the plan in 2018.
In the first nine months, hydropower plants operated in a stable manner, ensuring water supply for the lowland and overfulfilled the plan of production in the first nine months of the year (Ban Ve and Dong Nai hydropower plants have overfulfilled the production plan in 2018). Total electricity output of hydropower plants in the first nine months was 6.117 million kWh, increasing by 991 million kWh compared to the plan. Because of the impact of heavy rains in August in upstream area, on 31/08/2018, the water level in Ban Ve reservoir has reached normal water level and the plant has opened the floodgate.
Northern hydropower plants were mobilized with high output, so the thermal power units were mobilized with average capacity lower than the one planned. In the third quarter, S1 unit (Nghi Son), S2 and S4 units (Quang Ninh) were performed the major repair works as planned, and S3 unit (Duyen Hai 3) was repaired before the FAC issuance. Meanwhile, S7 unit (Uong Bi) was still unavailable, the remaining thermal power units were mobilized with low capacity or for back-up plan.
EVNGENCO 1 has always focused on fuel supply to ensure continuous production. Currently, coal supply for Uong Bi and Quang Ninh thermal power plants basically meets the demand, but it should be focused more for Duyen Hai 1 Thermal Power Plant because both 2 units have been put into operation. EVNGENCO1 is performing the contract of purchasing 1 million tons of coal and will sign another contract to buy 1 million tons of coal in October to ensure enough coal for the operation of Duyen Hai 3 thermal power plant until the end of the first quarter of 2019. Repair and maintenance work, occupational health and safety and fire prevention of EVNGENCO 1 have always been of special concern.
Regarding construction and investment, for projects invested by EVNGENCO1, the value of implemented volume in September 2018 was VND 1,342,709 million. In the first 9 months, the value of implemented volume and the disbursement value were VND 10,495,421 million (accounting for 82.29% of the year plan) and VND 10,614,146 million (accounting for 83% of the year plan), respectively. For Extended Duyen Hai 3 Thermal Power Plant Project (EVN is the investor; EVNGENCO1, represented by Thermal Power Project Management Board No.3, is the project management consulting unit), the value of implemented volume in the first 9 months and the total disbursement value were VND 1,688,138 million (accounting for 27.63% of the year plan) and VND 2,135,314 million (accounting for 35% of the year plan), respectively. In the first 9 months of this year, the disbursement value of Extended Da Nhim Hydropower plant project and the Solar power project on Da Mi reservoir were VND 293.6 billion (accounting for 58% of the year plan) and VND 179.52 billion (accounting for 63% of the year plan), respectively.
EVNGENCO1 has completed the final settlement of Extended Uong Bi TPP project and submitted for the final approval of Phase 5 of Ban Ve Hydropower Plant Project. Other projects are in line with the assigned schedule. Arranging capital for key projects is being implemented by EVNGENCO1 as planned.
In the third quarter of 2018, the Corporation decided to assign the targets of the five-year plan 2016-2020 to its units and organized to monitor and supervise the implementation. All hydropower plants of the Corporation have achieved the assigned targets in 2018 according to the five-year plan for 2016-2020.
For equitization of the parent company - Power Generation Corporation 1, Ministry of Finance has sent an official letter to the Ministry of Industry and Trade approving the plan of rearranging and handling land and houses after equitization in the provinces that dependent accounting power plants of the Corporation located (excluding the land area in Da Nang, which is waiting for the document of Ministry of Finance asking for consent of Danang People's Committee before making decision).
In addition, in the first nine months of 2018, the Corporation has carried out activities relating to the theme of the year which is "Improving the quality of human resources" with the completion of training plans and the implementation of the training program aiming to enhance the management capacity for managers. In addition, the Corporation has also set up a plan to establish Duyen Hai Seaport Company and focused on the environmental protection such as the installation of NOx eliminating system of 330 MW unit, the consumption of ash and slag in thermal power plants and the organization of coal blended combustion for S1 unit (Duyen Hai 1).
Key objectives in the last quarter of 2018:
In the last period of 2018, EVNGENCO1 shall strive to fulfill the task of producing 8,164 million KWh of electricity as assigned, including hydroelectricity of 1,261 million kWh and thermal power of 6,903 million kWh. Hydropower plants shall optimize the use of water resources and carry out the inter-reservoir regulatory procedure, flood control requirements and water supply for the lowland. The thermal power plants shall optimize the output according to the requirement of the National Load Dispatch Centre.
In addition, the Corporation shall continue to accelerate the consumption of ash and slag at Duyen Hai Electricity Center. It is expected that in the first quarter of 2019, the flying ash discharge system through Duyen Hai seaport shall be put into operation. Besides, the Corporation shall continue to direct the thermal power plants to build and submit the “Plan of ash, slag and gypsum consumption and handling”; implement the coal combustion in Duyen Hai and study on coal combustion solution at Nghi Son thermal power plant.
Especially, EVNGENCO1 also focuses on the solutions to ensure sufficient coal for electricity production. In particular, the Corporation shall sign a principle contract with TKV for long-term coal supply (25 years) and sign contracts to purchase coal in 2019 for coal-fired power plants. At the same time, EVNGENCO1 shall strive to improve the coal loading and unloading capacity at Duyen Hai Electricity Center, upgrade the laboratory to reach VILAS standard, to be qualified to carry out inspection work for domestic coal contracts. Regarding the supply of imported coal, EVNGENCO1 shall sign a contract to buy 1 million tons of imported coal (phase 2) for Duyen Hai 3 TPP in October 2018. The corporation also plans to approve the coal importing plan in 2019-2020 period and the period after 2020 to have basis for implementation.
In the last period of 2018, EVNGENCO 1 will also focus on maintenance and repair to complete the remedy of S7 unit (Uong Bi) to put the unit into operation in 2018. The electricity market work shall also be concerned, with the purpose to sign the electricity sale contract for Nghi Son Thermal Power Plant.
Regarding construction and investment, EVNGENCO 1 shall strictly monitor the progress and the quality of the construction works according to current regulations. Specifically, for Extended Duyen Hai 3 Thermal Power Plant Project, the Corporation has requested the contractor to synchronously implement the solutions to ensure the schedule of the first boiler fire using oil on 27/11/2018, rebuild the FGD system as planned and to ensure the first coal fire on 07/01/2019 and the PAC issuance on 27/05/2019. For Da Nhim Hydropower project (extended), the Corporation has directed the Owner which is Da Nhim - Ham Thuan - Da Mi Hydropower JSC to urge the contractor to accelerate the process of tunneling by TBM machine, and study and implement the alternative solutions to ensure electricity generation schedule. For Ha Se San 2 Project, EVNGENCO1 shall strive to complete and put Unit #8 into operation in 2018 as planned.
The equitization of EVNGENCO1 shall also be focused. In particular, the Corporation shall complete the approval of the land and housing arrangement and handling plan in October 2018 and implement capital withdrawal from some joint stock companies, financial handling, enterprise valuation and building equitization plan under the direction of EVN.
In addition, by the end of 2018, EVNGENCO1 also strives to complete the following tasks: Implementing the Theme of 2018 "Improving the quality of human resources", building the 2019 plan and carrying out the contents in the restructuring plan for 2018-2020 approved by EVN.
