Situation of production and business activities in the first 6 months of 2018
In the first 6 months of 2018, the total electricity output of EVNGENCO 1 was 16.384 million kWh, accounting for 91% of the plan for 6 months, 109% of output in the same period of 2017 and 47.7% of the year plan; In which, hydropower output surpassed the one planned, reaching 3.882 million kWh; and thermal power output valued at 12.502 million kWh.
In the first half of 2018, water flow in the reservoirs was higher than frequency (except Dai Ninh Hydro Power Plant). The hydroelectric units were operated stably and ensured to supply water for the lowland. EVNGENCO 1’s hydro power plants have produced extra 616 million kWh of electricity compared to the plan for the first 6 months. Available thermoelectric units operated in a stable manner and were continually mobilized at a rated power, so the electricity output was higher than the one planned, offsetting the shortfall caused by the suspension of some units for repairing (S7 unit - Uong Bi TPP and S1 unit - Duyen Hai 1 TPP). Currently, the remedy of the above units are promptly implemented. Thermoelectric units of Duyen Hai 3 TPP, Quang Ninh TPP, Nghi Son 1 TPP and S8 unit of Uong Bi TPP met the operation requirements of the electricity market.
EVNGENCO1 also focused on ensuring fuel supply in the dry seasons in 2018. To specify, it has successfully signed some contracts to purchase domestic and imported coal; supplied enough imported coal for electricity production of Duyen Hai 3 Thermal Power Plant and lending EVN nearly 50,000 tons for the operation of Vinh Tan 2 Thermal Power Plant. Repair and maintenance work, occupational health and safety of EVNGENCO 1 have always been of special concerns.
Regarding construction and investment, for projects invested by EVNGENCO1, the value of implemented volume in the first half of 2018 was VND 5,737 billion (accounting for 44.98% of the year plan). The disbursement value in the first 6 months was VND 5,718 billion (accounting for 45% of the year plan). For Extended Duyen Hai 3 Thermal Power Plant Project (EVN is the investor; EVNGENCO1, represented by Thermal Power Project Management Board No.3, is the project management consulting unit), the value of implemented volume in the first 6 months was VND 1.263 billion (accounting for 20.68% of the year plan). The construction and investment work in 2018 focuses on accelerating the completion of the target milestones of the ongoing projects including: Extended Duyen Hai 3 Thermal Power Plant, Extended Da Nhim Hydro Power Plant, Solar plant on Da Mi reservoir; and the inspection work before the issuance of FAC for Duyen Hai 1 and Duyen Hai 3 thermal power plants. Currently, EVNGENCO1 is also promptly completing final settlement work of completed projects (Extended Uong Bi 2, Duyen Hai Electricty Center Seaport, Duyen Hai 1 TPP and Song Tranh 2 Hydro Power Project) and arranging capital for key projects.
In terms of the equitization of the parent company - Power Generation Corporation 1, on 06/06/2018, EVNGENCO 1 issued an official letter to EVN reporting on the adjusted equitization progress and plan, complying with the regulations in the Decree No. 126/2017/ND-CP. Time for determining the enterprise value will be after the approval of land using plan. Currently, the land using plan in the provinces where the power plants of the Corporation were located in has been approved by the Ministry of Industry and Trade and the Ministry of Finance.
Key objectives in the last 6 months of 2018
In the last 6 months of 2018, EVNGENCO1 shall strive to fulfill the task of producing 16.445 million KWh of electricity as assigned, including hydroelectricity of 3.121 million kWh and thermal power of 13.324 million kWh; In particular, the Corporation shall put a lot of effort into the repair work to promptly put S1 unit (Duyen Hai 1) and S7 unit (Uong Bi) into operation; carry out the inspection work for the units of Duyen Hai 3 thermal power plant before FAC issuance; accelerate the consumption of ash and slag and implement the project of building the flying ash discharge system through the seaport of Duyen Hai Electricity Center (strive to complete in the first quarter of 2019). EVNGENCO1 also planned to do coal combustion in Duyen Hai 1 Thermal Power Plant.
Especially, EVNGENCO1 also focuses on the solutions to ensure sufficient coal for electricity production by signing coal purchasing contracts in 2019 and in long-term, organizing the coal purchase under the imported coal purchasing contracts for 2019-2020 period. In addition, the Corporation shall undertake the dredge of shared channel, private channel and wharf at Duyen Hai seaport to ensure the depth for the vessels with tonnage of over 20,000 tons to enter safely (expected to implement in the last half of 2018 and in the first quarter of 2019)
EVNGENCO 1 shall strictly monitor the progress and the quality of the construction works according to the current regulations. Specifically, for Extended Duyen Hai 3 Thermal Power Plant Project, the Corporation has requested Sumitomo contractor to synchronously use measures to ensure the schedule of the first boiler fire on 27/11/2018, and accelerate the recovery progress of FGD system as planned, ensuring the milestone of the first coal combustion on 7/1/2019.
For Da Nhim Hydropower project (extended), the Corporation has directed the Owner which is Da Nhim - Ham Thuan - Da Mi Hydropower JSC to urge the contractor to accelerate the process of tunneling by TBM machine, and study and implement the alternative solutions to ensure electricity generation in 2018. For the project of Solar plant on Da Mi reservoir, EVNGENCO1 has directed Da Nhim - Ham Thuan - Da Mi Hydropower JSC to implement the items according to the plan and work with EVN/MOIT to promptly get the approval of electricity price and sign long term electricity purchase and sale contract for the project.
In the last 6 months of 2018, EVNGENCO 1 shall also accelerate the equitization progress. Specifically, it will withdraw its capital from some joint stock companies to achieve healthy finance. At the same time, the Corporation shall work with the local authorities to discuss on the land using plan after equitization to have basis for enterprise value determination and building equitization plan.
In addition, EVNGENCO 1 shall strive to fulfill the targets of thrift practice against waste; continue implementing large projects under the direction of EVN (the project of improving business efficiency and increasing productivity, and the Corporation restructuring project) and deploy the topic of 2018 of Vietnam Electricity: "Enhancing the quality of human resources"
