Da Nhim - Ham Thuan - Da Mi Power Company Conducts Black Start Drill at Ham Thuan Hydropower Plant

In compliance with Circular No. 22/2017/TT-BCT dated October 23, 2017 of the Ministry of Industry and Trade “Regulations on Black Start and Restoration of the National Power System” and Decision No. 231/QD-EVN dated March 11, 2024 of Vietnam Electricity Group “On Issuing the Black Start and Restoration Plan for the National Power System,” on April 24, 2024, Da Nhim - Ham Thuan - Da Mi Hydropower Joint Stock Company conducted a drill according to the black start plan for Ham Thuan Hydropower Plant.

The drill scenario was implemented under the direction of Mr. Do Minh Loc - Deputy General Director of the Company and the supervision of the Leadership of the Southern Power System Dispatch Center (A2).

The assumed situation was that Ham Thuan Hydropower Plant lost all power, unable to receive power from the grid to operate the auxiliary power system, and was ready to start the units. To meet the mobilization requirements of the National Power System Dispatch Center (A0), Da Nhim - Ham Thuan - Da Mi Power Company proceeded to black start the Ham Thuan unit using the on-site diesel generator to supply power to the auxiliary equipment system, start and successfully connect to the grid the units.

Overview of the Ham Thuan Plant black start drill

At 08:20, the drill order was initiated. The OCC Center duty manager reported to A0 and A2 for permission to proceed with the drill according to the approved plan. The Ham Thuan plant duty manager proceeded to operate the C22 busbar switch (without power), disconnect the 272 transmission line according to the A2’s operational sheet, order the operator to start the diesel generator, implement the steps to supply auxiliary power for the unit, and run the H2 unit in black start mode.

At 09:14, the H2 unit completed the black start mode, proceeded to close the power for the C22 busbar using the 232 switch. At 09:21, A2 authorized the closing of the 272 switch, supplying power to the grid via the 272 kV Ham Thuan - Xuan Loc line. The Ham Thuan plant duty manager adjusted the voltage of the H2 generator to test the ability to generate/absorb reactive power; the automatic frequency control function and maintaining the H2 unit’s grid voltage responded well.

At 09:26, the operator opened the 272 switch, monitored, and checked the Xuan Loc station’s power connection to the Ham Thuan station, then connected the 272 Ham Thuan - Xuan Loc 2 line.

At 09:45, the drill concluded. The Ham Thuan plant duty manager stopped the H2 unit and relocated the 220 kV busbar compartments as required by A2.

Evaluating the results of the drill, Mr. Le Dang Xuan Tan - Deputy Director of the Southern Power System Dispatch Center noted that the preparation work and drill scenario developed by Da Nhim - Ham Thuan - Da Mi Power Company closely mirrored actual situations. During the implementation, the operating personnel effectively handled the given situation, with accurate technical operations, timely response, reliable equipment, ensuring the safety of the grid system, equipment, and personnel. The successful drill will contribute to ensuring stability and safety during the operation of the regional and national power grids in all power system operating situations.
